The Centre for Personnel Talent Management (CEPTAM) is a DRDO Corporate Body led by an Independent Chairman and Director. It is a premier DRDO organization that was founded in November 1995 as Personnel Assessment Centre (PEACE) to serve the DRTC Cadre (Technical Staff) of the DRDO. CEPTAM is tasked with the recruitment of non-gazette technical, administrative, and allied personnel, the assessment of DRTC officers and staff, and the facilitation of training for the development of this cadre in accordance with the DRDO’s training policy.

Recruitment-
Since 2007, CEPTAM has conducted centralized selection of all DRTC, Admin & Allied Cadre (Group ‘B’ and Group ‘C’) in DRDO as mandated by DRDO HQ. CEPTAM strives to attract the right talent and investigates novel methods of reaching out to prospective employees in order to broaden the talent pool available for recruitment.
Keeping in mind the DRDO’s proposition, CEPTAM focuses on candidates’ fundamental skills, attitude, and aptitude to gain insight into candidates’ strengths and fundamental skills and select the candidate with the strongest capability and suitability for the role, ensuring that DRDO gets the right employee for the right job. CEPTAM has gained unique experience in handling large volumes of candidates quickly and efficiently for DRTC as well as Admin & Allied cadre recruitment. CEPTAM has developed its own system and procedure to ensure transparency, accountability, and fairness at all stages of the candidate selection process.
Assessment-
Each year CEPTAM coordinates the evaluation of DRTC personnel for the DRDO. It has a Limited Flexible Complementary Scheme, and performance is evaluated using Interview and APAR Marks, both of which have equal weightage. The promotion policy is well defined, and the results are announced annually on August 31st.
Training-
In the year 2006, CEPTAM was tasked with facilitating the implementation of the DRDO Training Policy for DRTC and Admin & Allied personnel (one training every five years for at least 75% of DRTC personnel). Based on an assessment of training needs for DRDO labs and establishments, CEPTAM is developing a training calendar for DRTC and Admin & Allied Cadre of DRDO.
