About-
Exim Bank of India is a rare example of an institution whose concept and need for such an institution were debated for more than two decades before it was finally established in 1982. Significant changes occurred in the industrial and trade scenario in the two decades preceding the establishment of Exim Bank. During the 1950s and early 1960s, Indian exports were dominated by primary commodities and traditional manufactured goods such as jute and cotton textiles. The dominant view was that, in India’s case, domestic demand expansion alone could realistically serve as the engine for economic growth, because export expansion opportunities were limited and fundamental constraints (such as inadequate infrastructure) to export growth existed. The ideology of the manufacturing sector was to encourage industrialization by substituting imports. As a result, the export sector has been neglected, accounting for only a small portion of India’s GDP.
Nonetheless, the process of industrial development in India promoted by the import substitution strategy accelerated the growth of a large and diverse industrial base, particularly in the engineering industry. Several emerging industrial sub-sectors also demonstrated international competitiveness. The gradual shift in India’s export profile began in the 1960s, with a growing share of non-traditional manufactured goods and value-added products.
During 1978-79, the Ministry of Finance held meetings to discuss the proposal to establish an Export-Import Bank. At these meetings, it was agreed that a separate institution was justified because it would be able to devote concentrated attention to the needs of exporters and explore new methods for augmenting credit on reasonable terms.
Engineering goods exports had grown to account for 13% of Indian exports by 1980. Exports of projects were also brisk. The growing demand for an Exim Bank from project exporters, strong support from the Ministry of Commerce, and increased emphasis on export promotion all pushed the government to make a decision. Shri R. Venkataraman, the then-Finance Minister, announced the historic decision to establish an Exim Bank in his budget speech to Parliament on June 18, 1980.
After two decades of debate about the need for a specialized export credit agency for India and the role of international trade in India’s economic development, the Export-Import Bank of India was born.
In September 1981, the Export-Import Bank of India Act was passed, and the and the bank began operations in March 1982.

The Board of Directors is comprised of a chairman, a managing director, two deputy managing directors; one director each nominated by the Reserve Bank of India, IDBI Bank Ltd., and ECGC Ltd.; and not more than 12 directors nominated by the Central Government of, of which 5 directors are Central Government officials; not more than 3 directors are from commercial banks; and up to 4 directors are professionals with experience in export/import or financing.
