Telangana State Public Service Commission is the country’s youngest Public Service Commission, having been established by GO Ms No.43, GA(Ser.A) Department on August 8, 2014. Hyderabad State is one of India’s most prominent princely states, with over 400 years of rich tradition and culture, as well as unparalleled grace and historical significance.
The system of selecting young talent for public service through a selection process has been in use in Hyderabad since the reign of Mir Mahaboob Ali Pasha, VI Nizam (1869-1911). The Hyderabad Civil Service Committee was established by a Firman in 1919, and the Hyderabad Public Service Commission was established by a Firman on April 27, 1947, modelled after the British Provincial Public Service Commission, with a Chairman and no more than four members.
The establishment of the Commission was a significant landmark during the Asaf Jahi rule because it brought the entire administrative machinery of the Nizam’s State up to date, and the Hyderabad Civil Service was considered a coveted and elite service at the time.
The Telangana State Public Service Commission, endowed with a rich legacy of over 150 years of recruiting young talent through selection, will strive to use this legacy to select the best talents in Telangana for the reconstruction and resurrecting of Telangana’s glorious past.
Hyderabad Public Service Commission History: The early Asaf Jahi rulers of Hyderabad State followed Mughal administrative traditions and practises in appointing public servants through nomination and representation.
No public officer of any category was appointed on the basis of selection until the time of Mir Mahaboob Ali Pasha, the Sixth Nizam (1869-1911), and no foundation was laid for the creation of modern bureaucracy based on worth, merit, and selection.
After the Nizam VI assumed full power in 1884, a new era in service administration began. The modern Hyderabad Civil Service was founded by Sir Salar Jung I, the Diwan (Prime Minister).
Salar Jung issued the extraordinary Jareeda in 1882, emphasising the importance of educating and training young Hyderabadis for recruitment into the Nizam’s Services. He proposed building an efficient administrative system on the model of British India and implemented a number of administrative reforms.
By creating a distinct civil service class, he dismantled the old/archaic administrative structure and streamlined the public institutions. Salar Jung’s establishment of the Zilabandi system, creation of the Subedari and Taluqdari systems, Revenue, Police, and Judicial reforms facilitated the formation of the Hyderabad Civil Service.
Following that, the Qanuncha Mubarik proclamation of 1892, the Cabinet Council, and the Executive Council (1919) framed rules and regulations governing the services and regulated and institutionalized the Hyderabad Civil Services.
Salar Jung I’s administrative reform scheme was strengthened further by these bodies. Later, the Nizams announced various rules covering various aspects of public servant management such as service classification, appointments, promotions, salaries, superannuation and pension, and so on. The Rules and Regulations codified in 1919 established the legal framework for the Hyderabad State Services.
Telangana State Formation and TSPSC Constitution: The Telangana State came into existence on the appointed day, 02.06.2014, under the A.P. Re-organization Act 2014.
Telangana State Public Service Commission Constitution (TSPSC)
Section 83(2) of the Andhra Pradesh Re-Organization Act, 2014 (Central Act.6/2014) provides for the establishment of a Public Service Commission in Telangana, as follows.
83(2) The successor State of Telangana shall establish a Public Service Commission in accordance with article 315 of the Constitution, and until such Commission is established, the Union Public Service Commission may, with the approval of the President, agree to serve the needs of the State of Telangana under clause (4) of that article.
In exercise of the powers conferred by Articles 316(1) and (2) of the Indian Constitution, His Excellency the Governor of Telangana is pleased to appoint Prof. Ghanta Chakrapani, a well-known academician, journalist, and a popular political analyst in Telugu media, as the First Chairman of the newly constituted Telangana State Public Service Commission orders issued vide GO Ms No.169 GA (Ser.A) Department, Dt.17.
